Tobacco & Nicotine Permit Assistance
Selling tobacco or nicotine products in Florida requires a permit from the ABT before you make your first sale.
Florida offers two permit types depending on what you sell:
RTPD — Retail Tobacco Products Dealer Permit covers the full range of tobacco and nicotine products including cigarettes, cigars, smokeless tobacco, vapes, and e-cigarettes. At $50 per location it's the most comprehensive option and the right choice for most retailers.
RNPD — Retail Nicotine Products Dealer Permit covers nicotine products only — vapes, e-cigarettes, and similar products. No state fee required.
Both permits use the same application — Form ABT-6028 — and both require notarized signatures. What trips most applicants up isn't the form itself. It's the details that don't make it into the instructions. Every officer listed on your Sunbiz registration must be 21 or older. Your entity must be active at the time of submission. Each location requires its own separate permit. Miss any of these and your application comes back and your timeline resets.

How long does the ABT licensing process take?
If done somewhat correctly, it can take anywhere from 14 to 30 days from submission. It can even be longer if you fail to correct any mistakes before those 3o days which will require you to re-apply. Getting your application submitted correctly the first time is the single biggest factor in keeping that timeline as short as possible, which is exactly why having help with preparation matters.
